Sinovatio-Supported CAICT Project Selected for China's National Flagship Application Scenarios List
The "Industrial Network and Data Security Agent Public Service Scenario," led by the China Academy of Information and Communications Technology (CAICT) and jointly implemented by Sinovatio, has been selected into the first batch of 136 national flagship application scenarios, building China's first industrial security large model + security agent public service platform.
Recently, the National Development and Reform Commission and other authorities officially released the first batch of 136 national flagship major application scenarios, designed to serve as national-level "testing grounds" for cultivating new quality productive forces. The "Industrial Network and Data Security Agent Public Service Scenario," led by CAICT and jointly implemented by Nanjing Sinovatio Technology Co., Ltd., has been successfully selected. It will become China's first public service platform powered by an industrial security large model and security agents, and stands as a landmark achievement of Haidian District in driving the deep integration of technological and industrial innovation through major application scenarios.
The project spans a three-year implementation period. A pilot will be launched first in Beijing, followed by regional service-support nodes in the Beijing-Tianjin-Hebei region and the Yangtze River Delta, delivering inclusive security services to industrial enterprises across the country.
1. Background: Addressing Core Pain Points in Industrial Cybersecurity
As industrial cybersecurity risks continue to rise, many manufacturers face three common challenges: the high cost of building in-house security systems, a shortage of professional security operations personnel, and insufficient security monitoring and attack-defense capabilities — with SMEs particularly affected.
To address these pain points, the project leverages CAICT's foundational resources and monitoring capabilities in industrial network and data security, combined with Sinovatio's expertise in AI security, to build a national public service platform. Adopting a SaaS-based model of "lightweight probes + integrated platform," it provides one-stop services covering security monitoring, penetration testing, attack-defense drills, and compliance management — lowering the barrier to industrial security and opening new market space for industrial security services.
2. Technical Strength: An Industrial-Vertical Large Model System
The project pioneers an industrial security-specific large model technology system, with breakthroughs in three core areas:
1. Three key technology challenges. Advances in industrial security domain-specific large models, OT/IT converged multi-modal threat detection, and large model hallucination suppression, together with China's first full-lifecycle validation system for industrial-specific large model security products — shifting industrial protection from passive, static, single-point defense to proactive, dynamic, systematic intelligent protection.
2. The "1+1+N+1" architecture. One industrial security-specific large model foundation + one full-stack security agent cluster + N industrial security service scenarios + one national collaborative innovation ecosystem, deeply integrating traditional cybersecurity with AI agent technology.
3. A tiered, inclusive service model. Lightweight, low-cost online security services for SMEs; intensive, intelligent security solutions for large industrial enterprises — covering the differentiated needs of companies of all sizes.
To date, Sinovatio and CAICT have completed prototype development of the requirement research, the large model foundation and the security agent cluster; built an industrial security knowledge base and computing power simulation environment; obtained multiple invention patents; and participated in drafting industry policies and standards. The project is ready for pilot implementation in Beijing.

3. Industrialization: From Pilot to Nationwide Coverage
The project will proceed in three phases: first, completing the Beijing pilot and developing replicable, standardized solutions; second, building regional service-support nodes in industrial clusters such as the Beijing-Tianjin-Hebei region and the Yangtze River Delta; and third, expanding nationwide coverage and establishing a replicable industry paradigm.
This national-level selection marks an important milestone in Sinovatio's "AI + Full-Domain Security" strategy and its long-term commitment to industrial internet security. The company will steadily advance pilot implementation, technology iteration and large-scale promotion, bringing industrial security large model and AI agent capabilities to real factories, workshops and production lines, and building a solid cybersecurity foundation for new industrialization.
FAQ
Q1: What are China's national flagship major application scenarios?
